この論文誌の投稿規定では論文をウェブにアップロードすることが発刊と明確に定められています。それ以外の形式、例えば紙面媒体での発刊は定められておらず、複数の公的図書館のレファレンス担当者数人に調査してもらっても、2012年現在までこの論文を持っている図書館等は一つもなく、国立環境研究所の出版担当も発行していない様子でした。

即ち、ウェブで発表していないことは未発表を意味します。少なくとも投稿規定に従えば未発表です。

では、2008科研費実績を提出した2009年5月頃までに上記論文は発表済みだったのでしょうか?

証拠2とリンク先のキャッシュを見ていただければわかるように、上記論文は2011年8月10日以前にウェブ発表されていませんでしたし、データもアップロードされていませんでした。しかも虚偽の論文タイトル及び発表日が記載されています。

さらに証拠2とリンク先のキャッシュを見ていただければわかるように、本来発表すべきだったのに長期間発表していなかったことは国立環境研究所も公式に認めていると考えられます。

従って、未発表論文を業績として記載したと推測されます。

さらに、投稿規定を見ていただければわかるように、この論文誌は査読がなく投稿後即日又はせいぜい1、2日程度で発刊されるため、査読付論文のような掲載予定を観念できません。仮に観念できたとしても、(掲載予定)等の注記なく記載したのは不適切です。

東北大学の有識者委員会調査報告書である「研究者の公正な研究活動の確保に関する調査検討委員会報告書」(委員長・有馬朗人元文部大臣、2012年1月24日)において、

「・・・二重投稿等による研究実績の不当な水増しにつながる可能性があるとの指摘もなされている。」(p1, 1(1)より)

「・・・研究業績の評価の際に同一内容の論文、特に二重投稿の論文は業績から除外するなどの対処が考えられる。」(p6, 2(4)より)

と正式かつ明確に述べられています。

この見解に従えば、重複発表論文を業績として記載するのは水増しであり、不適切ということになります。
